The at-large city council incumbents for Fillmore, Santa Paula, and Thousand Oaks appear on the Report, but are not considered “incumbents” for the newly formed by-district city council offices.

The same applies to the at-large board members for Conejo Recreation and Park District and Rancho Simi Recreation and Park District, who are not considered “incumbents” for the newly formed by-division offices.
