chore: bump AWF to v0.28.10 - #7846

This update moves the repository’s pinned Agentic Workflow Firewall release to v0.28.10 so all generated workflow and runtime references stay aligned with the current published release.

• Summary

  • Bump the pinned AWF release from the older workflow-lock values to v0.28.10.
  • Refresh generated workflow artifacts and the enclave smoke workflow source so release metadata is consistent across the repo.
  • Keep the release versioning aligned with the published AWF image/tag references used by compiled workflow lockfiles.

• Changes

  • Updated the release pin in .github/aw/actions-lock.json to v0.28.10.
  • Refreshed the generated .lock.yml workflow artifacts under .github/workflows to the current AWF version.
  • Updated the enclave workflow source in .github/workflows/smoke-enclave-issues-read.md to match the same release version.
  • Kept the patch limited to version-tracking metadata and generated workflow outputs, without unrelated functional changes.
