The upstream changes focus on behavioral updates to the ssh package. Our production code is unaffected because we only use the untouched nacl/box package to encrypt secret values in gh secret set. We call a few ssh primitives in a codespaces relay test mock, but the upstream API remains compatible. Merging this supersedes #14165 because this PR also bumps the required golang.org/x/text dependency.
